Tract Man 7030 (Enuus Heinhts~ <br />Application of Dong Yu Real Estate to (1) modify a condition of approval for PUD- <br />9~-1 to extend the approval of the development plan, and (2) to extend Tentative <br />Tract Map 7030 for one-year. The development plan is a six-lot custom home <br />subdivision located on the west side of Foothill Road at Equus Court. <br /> <br />Continued to June 14, 2000. <br /> <br />i~.brra] from the Downtown Sueeific Plan Committee To Initiate a "Retail-Only" <br />Ordi~nnee D~rtninino to Uses on the First Floor of Main Street and Certain Side <br />Streets. <br /> <br />Mr. Swift referenced a staff report dated May 24, 2000 and highlighted key areas contained in <br />the report including background information. He noted that the Land Use Subcommittee's <br />recommendation was that only retail businesses should be allowed on the first floor on Main <br />Street and that this restriction should be considered for certain side streets, as well. Further, it is <br />recommended that these issues be addressed so that existing retail uses would not be replaced <br />with offices during the time it would take for this policy to be considered as part of the normal <br />Specific Plan process and subsequently implemented by drafting an ordinance. In conclusion, <br />Mr. Swift noted that staff's recommendation is that the Commission recommend to the City <br />Council that staff initiate a "retail-only" ordinance for Downtown. <br /> <br />Discussion ensued relating to clarification of issues concerning adopting an ordinance, timeline <br />for completion of the Downtown Specific Plan, and the number of busiuesses that are retail in <br />nature. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Pamela Hardy Alpert, 847 Harms Drive, Chairperson of the Downtown Specific Plan <br />Commitlee, provided and overview of the formation of the Committee and the number of <br />meetings conducted. She stated that Phase 2 of the Committee's work will be completed in <br />August 2000. She stated that the draft ordinance was a recommendation from Phase 1 of the <br />Land Use Subcommittee. She noted the Committee's request that there be dialog relating to this <br />ordinance prior to completion of the Downtown Specific Plan.
