PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Mss.q moved that the Commission adopt a resolution recommending approval of <br />Case PRZ-I to the City Council as shown on Location Map No. 2, Exhibit "A," and Exhibit "B," <br />except as modified by staff in the Analysis section. Commissioner Kameny seconded the <br />motion. <br /> <br />Commissioner Sullivan noted he is in support of adopting the guidelines. He expressed concern <br />with changing the FAR from the buildable part of the lot to the total lot and with houses being <br />built on knolls. <br /> <br />Commissioner Maas noted she is not in favor of excessive grading being conducted to create <br />larger building envelopes. <br /> <br />In response to an inquiry by Commissioner Sullivan relating to clustering on the first tier of lots <br />and maintaining the view corridors beyond the f'u-st tier, Mr. Plucker noted that view corridors <br />must be maintained throughout the property. <br /> <br />Commissioner Sullivan requested that the motion be amended to include a recommendation that <br />staff be directed to dra~ an ordinance that includes conducting a nexus study of trees less than <br />heritage trees. Further, that a peer review be conducted of the photo simulation. <br /> <br />Commissioner Sullivan noted these guidelines should be more restrictive and he noted the <br />environmental impacts have not been addressed adequately. He noted that on March 8, 2000, the <br />U.S. Fish and Wildlife Service announced their proposal to make Pleasanton Ridge part of the <br />critical habitat area for the Alameda whipsnake. Further, he requested that the Commission <br />consider agendizing discussion of limiting development on the Foothill ridge. <br /> <br />Commissioner Maas noted these guidelines are fair for the property owners and the City. She <br />commented on the sensitivity of this area. Commissioner Kameny stated that he supports the <br />guidalin~s and commented on the flexibility of the guidelines. Commissioners Maas and <br />Kameny expressed support with amending the motion to include Commissioner Sullivan's <br />amendments. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Kameny <br />r~ommending approval of Case PRZ-1 as shown on Location Map No. 2, Exhibit "A," and <br />Exhibit ~'B,' except as modified by staffin the Analysis section, and that the proposed Code <br />and guideline amendment be forwarded to the City Council.
