clarification of"significant and unavoidable mitigation," and whether there is a reference to the <br />whipsnake in the EIR. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Roy Comwell, 1102 Fannington Way, Livermore, expressed concern with the Draft EIR and <br />noted it will restrict agricultural and farming activity in this area. He noted the EIR has serious <br />unmitigated issues including provision of water, proposed waste facility and infrastructure, and <br />lack of l~ndfill space. He advised the Commission that the Highway 84 funds are not assured <br />until the November election. Mr. Cornwall noted the Dra~ EIR is incomplete and requires more <br />input from the residents. <br /> <br />Steve Bloom, Sierra Club, expressed concern with the open space feasibility study conducted in <br />1996 and the impacts on the project. He noted that the EIR does not adequately address purchase <br />of open space and permanently preserving open space. He commented on the litigation <br />previously conducted in reference to the North Livermore Specific Plan. <br /> <br />Carole Varala expressed concern with the public noticing process, the EIR not addressing traffic <br />impacts to the Sunol Grade, and the additional traffic that will be created by the project. She also <br />noted that this was part of the additional growth which was driving Livermore Airport expansion <br />discussions, and this was not addressed in the DEIR. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />On Commission consensus, the Commission has determined that the following items should be <br />fol~varded to the City Council as issues relating to the North Livermore Specific Plan that will <br />affect the residents of the City of Pleasanton and should be examined further in the EIR: <br /> <br />· Consideration of how traffic from the project impacts Pleasanton streets <br /> <br />· Regional traffic cumulative issues <br /> <br />· Impacts to traffic on Interstate 580, Interstate 680, and the Sunol Grade <br /> <br />· Flooding issues in Zone 7 arroyos downstream from the project <br /> <br />· The adequacy of the biological resource analysis, particularly not including the Alameda <br /> whipsnake in the analysis <br /> <br />· The adequacy of power and water supplies <br /> <br />· The size of project affecting the rural character of the Tri-Valley area and wine region <br /> <br />· The ability to provide sufficient funding to purchase the open space easements sought <br /> <br />PLANNINO COMMISSION MINUTES May 24, 2000 Page 11 <br /> <br /> <br />
