Commissioner Maas reiterated her concern with Lot 7 and she noted she desired considerable landscaping. Further, that the landscaping would benefit the triangular shaped areas with no landscaping on the map. Discussion ensued relating to placing a condition on Lot 25 to plant trees for landscaping. Mr. Plucker noted that the landscaping to screen Lot 25 would need to be placed on the Preserve Homeowners Association's property. PUBLIC HEARING WAS REOPENED Mr. McDonald noted he would be willing to plant landscaping on Lot 25 and Lot 7. He noted the triangular shaped areas with no landscaping are a part of open space. PUBLIC HEARING CLOSED Discussion ensued relating to the possibility of relocating Lot 7 across from Lots 5 and 6. Commissioner Maas suggested conditioning the application for the planting of 100 additional trees or elimination of Lot 7. Commissioner Arkin noted he desired more trees on Lot 25 and expressed his ambivalenoe in supporting this project. In response to an inquiry by Commissioner Arkin, Commissioner Sullivan noted that planting of additional trees would not change his view on denying the application due to the trees requiring 25 years to lessen the visual impacts of homes. Commissioner Maas expressed concurrence with Commissioner Sullivan's statement and reiterated her suggestion for removing Lot 7. Commissioner Sullivan noted there will still be a visual impact from Foothill Road. PUBLIC HEARING WAS REOPENED In respoase to an inquiry by Chairperson Roberts relating to whether Lot 7 could be relocated, Mr. McDonald noted that Lot 7 could be relocated to Parcel D; however, the engineer for the project is uncomfortable with relocating Lot 7 due to the heavy grading that would be necessary. Commissioner Arkin concurred with Commissioner Maas that if the West Foothill Overlay regulations are utilized, there is no backdrop to Lot 7. PUBLIC HEARING WAS REOPENED Mr. McDonald noted that the engineer stated that Lot 7 could be relocated across from Lots 9 and 10o Commissioner Sullivan noted that a house situated across from Lots 9 and 10 will be visible from Foothill Road. Commissioner Maas requested input from the applicant relating to whether they would prefer to return with another plan for the Commission's review or have the Commission deny the application. Commissioner Sullivan noted he does not support the entire plan and that relocating a house across from Lots 9 and 10 will further visibly impact the views from the east.
