Discussion ensued relating to including land south of Interstate 580 in the guidelines, the <br />visibility of this area from BART, and the boundary on the west side stopping at the 670-foot <br />elevation. <br /> <br />Mr. Plucker noted that if the Commission desires to include the property west of Foothill Road in <br />the guidelines, the hearing would need to be re-noticed. <br /> <br />Discussion ensued relating to re-noticing the hearing only for the extension of the Interstate 580 <br />boundary, forwarding tonight's recommendations to the City Council, and agendizing for <br />another Commission meeting, as a priority, the possibility of including the property west of <br />Foothill Road in the guidelines. <br /> <br />In response to an inquiry by Commissioner Sullivan, Ms. Seto noted that the environmental <br />assessments would be reviewed as the applications come forward. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Arkin, to adopt a <br />rmolution recommending approval of Case RZ-99-01 by the City Council as shown on <br />Exhibit "A' and Exhibit "B' (with the exception that staff's recommendations shown in <br />Table I be incorporated into these exhibits), with the modifications shown below, and <br />forwarding the proposed Code amendment and guidelines amendment to the City Council <br />for review at a public hearing; and agendizing for a Commission meeting in the near future <br />the possibility of including all properties west of Foothill Road in the Foothill Road <br />Overlay District: (1) All fencing shall be open fencing; no solid privacy fencing shall be <br />allowed; (2) All homes greater than 22 feet in height as measured from grade to peak shall <br />be limited to 4,~00 square feet in size, including garages greater than 600 square feet in <br />size; (3) All homes shall adhere to the FAR requirements of the District, with only the <br />"bulldable' part of the lot to be included in the FAR calculation; (4) White as a trim color <br />shall be discouraged; ($) All homes which are not first-tier homes shall be clustered and a <br />maximum of five homes shall be allowed in any non-first-tier home cluster; (6) No new <br />homes shall be allowed unless the view of the ridge behind it is preserved; (7) In addition to <br />photo simulations, the applicant shall temporarily put up story poles to show the height of <br />the proposed house; (8) Restrictions relating to non-native trees shall be retained; and (9) <br />The last sentence on page 6, Paragraph J, "Landscaping in the form of mature trees may <br />be an allowable background for such ridgeline sites if the decision-making body finds that <br />the landscaping will preclude the structure from dominating the skyline as viewed from <br />Foothill Road or area east of Foothill Road" shall be deleted. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Arkin, Maas, Sullivan, and Chairperson Roberts <br />None <br />Commissioner Kameny <br />None <br /> <br />Resolution No. PC-2000-16 was entered and adopted as motioned. <br /> <br />PLANNING COMMISSION MINUTES February 23, 2000 Page 8 <br /> <br /> <br />
