<br />r <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Jeff Woods, 12 Crow Canyon Court, San Ramon, expressed concern with the issue of growth <br />management allocations being continued due to developers not being able to move forward with projects <br />until allocations are made. He requested that the Commission make a determination on the 82 units for <br />recommendation to the City Council. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Chairperson Roberts noted that this item will be continued to the January 26, 2000 Commission <br />meeting. <br /> <br />b. ~11-03. City of Pleasanton <br />Application to amend the Pleasanton Municipal Code by modifying the process for <br />reviewing second units. The Municipal Code amendment would allow the Zoning <br />Administrator to approve or deny a second unit after an administrative hearing and would <br />create development standards for second units in R-t (Single-Family Residential) and R-M <br />(M8Iti-Family Residential) zoning distrids. <br /> <br />Mr. Plucker referenced a staff report dated January 12,2000, and highlighted key areas contained in the <br />report including background information and modifications to the draft ordinances. In conclusion, Mr. <br />Plucker noted that staff's recommendation is that the Commission adopt a resolution recommending <br />approval of Case RZ-98-03 by the City Council as shown on Exhibit "A.2" and forward the proposed <br />amendment to the City Council for review at a public meeting. <br /> <br />r' <br /> <br />Discussion ensued relating to whether units are considered as affordable housing, effects on PUD's of <br />lot size being limited, definition of second units, whether the ordinance would be applicable to existing <br />use permits, the number of agricultural districts within the City of Pleasant on, and decreases in rear yard <br />setbacks. <br /> <br />Commissioner Kameny noted his desire for second units in the three smaller zoned districts if the lot is <br />sufficient in size not to give a crowded effect. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Christine Steiner, 596 Hamilton Way, spoke in favor of the second proposal and second units being <br />utilized for affordable housing, such as in-law units. She requested that the Commission vote in favor of <br />examining second units on a case-by-case basis and not base approval of second units on the lot size. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Discussion ensued relating to clarification of the entity who will conduct the hearing process, the <br />concern expressed by past and present commission members relating to increased density of second <br />units and the impositions on neighbors. <br /> <br />(' <br /> <br />Chairperson Robert moved to modify Exhibit "A. 1 "to allow second units on 8500 square foot lots and <br />above, even on R-I-6,500 lots with approval of the Planning Commission and that the terrain ofR-l- <br />PLANNING COMMISSION MINUTES January 12,2000 Page 4 <br />
