She noted she would not be in favor of an extension through the Kaiser property and
with the extension at Sycamore Road due to the proximity to the knoll and the potential park situation.
Further, that Junipero could provide access from the west side to the school site, in addition to Bernal
Avenue.

Discussion ensued relating to whether an analysis was performed of the two options and which option
produced more traffic.

Commissioner Kameny seconded the motion.

r

A menon was made by Chairperson Roberts, seconded by Commissioner Kameny, finding that
the VaHey Avenue eneosion connection at Junipero Drive rather than at Sycamore Road,
complies with the General Plan circulation goal to provide a connection to Sunol Boulevard.

ROLL CALL VOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Arkin, Kameny, Sullivan, and Chairperson Roberts
None
Commissioner Mass
None

Resolution No. PC-2000-04 was entered and adopted as motioned.

Commissioner Kameoy initiated discussion relating to exploring options to include residential use on the
Kaiser site.

Commissioner Sullivan noted that the Commission discussed having the ACE train on the San Francisco
Bernal property and having the mixed use residential/office development adjacent or close by the train
station which would reduce traffic in this area. He stated that a similar situation could be created on the
Kaiser site, if remediation efforts were successful, and that a mixed use, office! residential/commercial
development on this site would provide affordable housing and eliminate traffic. He noted his
concurrence with the Housing Commission that this is a good opportunity.

Chairperson Roberts noted that the San Francisco Bernal property has designated land for residential,
and affordable housing units, which would serve the same purpose in closer proximity to the railroad
tracks and ACE station. She noted she was not in favor of developing housing on this site. She stated
PLANNING COMMISSION MINUTES January 12,2000 Page 12

r
