The proposed lawn area in front (north) of the westem side of the front parking lot shall be substituted with shrubs designed to screen the parking spaces from views along Black Avenue. c.) All proposed paving shall be located at least six feet away from the trunk of the existing sweetgum tree located between the sanctuary and education buildings (tree No. 218 in the tree report). Said modifications shall be shown on the plans submitted for issuance of building permits and shall be subject to review and approval by the Planning Director prior to issuance of building permits. 19. The applicants shall provide root control barriers and four inch perforated pipes for trees in planting areas less than ten feet in width, as determined necessary by the Planning Director at the time of review of the final landscape plans. 20. The applicants shall install landscaping around the education building and playground areas with construction of phase one of the project; the applicants shall install landscaping in the front yard and around the sanctuary building with phase two of the project. A final phasing plan for the project landscaping, consistent with the above condition, shall be submitted for review and approval by the Planning Director prior to issuance of building permits. 21. Prior to occupancy, the landscape designer shall certify in writing to the Planning Director that the landscaping has been installed in accordance with the approved landscape and irrigation plans with respect to size, number, and species of plants and overall design concept. 22. The applicants shall enter into an agreement with the City, approved by the City Attorney, which guarantees that all landscaping included in this project will be maintained at all times in a manner consistent with the approved landscape plan for this development. Said agreement shall run with the land for the duration of the existence of the structures located on the subject property. 23. The applicants shall comply with the tree preservation guidelines and recommendations of the tree report prepared by HortScience, Inc. dated December 1998. The applicants shall arrange for the horticultural consultant to conduct a field inspection prior to issuance of building permits to ensure that all recommendations have been properly implemented. The consultant shall certify in writing that such recommendations have been followed prior to issuance of building permits. 24. Protective chain link or nylon fencing shall be installed around the existing trees to be saved during all construction activities.
