Resolution No. PC-99-27 <br /> <br />Page 2 <br /> <br /> B. <br /> <br />The proposed location of the conditional use and the conditions under <br />which it would be operated or maintained will not be detrimental to the <br />public heath, safety, or welfare, or materially injurious to the properties or <br />improvements in the vicinity. <br /> <br />Churches are a common use in residential areas in Pleasanton. The City's <br />past experience shows that churches make "good neighbors." The <br />proposed site layout for the church would provide adequate distance <br />between the new structures and nearby residences, and landscaping in the <br />form of trees and shrubs would be provided as a buffer between the <br />church's playgrounds and the adjacent office buildings. The pattern and <br />timing of use for the church is such that peak use periods occur on <br />weekends, thereby minimizing any adverse effects on local traffic. If the <br />recommended conditions of approval are complied with, the proposed <br />church will not detrimentally impact surrounding uses. In addition, the <br />proposed use will have adequate parking to meet project demand, as <br />conditioned. <br /> <br />The proposed conditional use will comply with each of the applicable <br />provisions of the zoning ordinance. <br /> <br />Chapter 18.124 of the Municipal Code (Conditional Uses) states that, <br />because of their unusual characteristics, conditional uses require special <br />consideration so that they may be located properly with respect to their <br />effects on surrounding properties. The proposed plan with reasonable <br />conditions of approval can integrate the proposed expanded church use <br />without detrimentally affecting the surrounding properties or the City in <br />general. <br /> <br />WHEREAS, <br /> <br />the Planning Commission determined that the expansion for the church facility <br />will be compatible with the surrounding neighborhood and is appropriate for the <br />site. The overall design of the facility would result in structures that are <br />aesthetically pleasing, and the site layout and landscaping would help to maintain <br />the status of the facility as a community landmark. <br /> <br /> <br />
