PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-99-27 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF LYNNEWOOD UNITED <br />METHODIST CHURCH FOR DESIGN REVIEW AND A CONDITIONAL USE <br />PERMIT, AS FILED UNDER CASE Z-98-342/UP-99-04 <br /> <br />WHEREAS, <br /> <br />Lynnewood United Methodist Church has applied for design review and <br />conditional use permit approvals to allow construction of a one-story, <br />approximately 6,800 square-foot building addition for classroom space, <br />construction of an approximately 2,500 square-foot addition to the existing <br />sanctuary building for office space, remodel of the existing education building, <br />including one-story additions totaling approximately 400 square feet, and related <br />site improvements located at 444 Black Avenue; and <br /> <br />VV]-IEREAS, zoning for the property is P (Public and Institutional) District; and <br /> <br />WHEREAS, <br /> <br />at its duly noticed public hearing of April 14, 1999, the Planning Commission <br />after considering all public testimony, relevant exhibits, and recommendations of <br />the City staff concerning this application, recommended approval of the Negative <br />Declaration prepared for this project; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />The proposed location of the conditional use is in accordance with the <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br /> <br />The subject church property is zoned "P" (Public and Institutional) <br />District. One purpose of the Public and Institutional district is to provide <br />for the orderly establishment of public or quasi-public facilities, and <br />expansion of their operations. The proposed church expansion would <br />meet this zoning district purpose. Some of the objectives of the zoning <br />ordinance are to: foster a harmonious, convenient, workable relationship <br />among land uses, protect existing land uses from inharmonious influences <br />and harmful intrusions, promote a safe, effective traffic circulation system, <br />and to ensure that public and private lands ultimately are used for the <br />purposes which are most appropriate and beneficial to the City as a whole. <br />As conditioned, the proposed church expansion would be consistent with <br />these objectives. <br /> <br /> <br />
