Resolution No. PC-99-22 <br />Page 6 <br />7. Prior to recordation of the final map, final landscape plans for the streetscape shall be <br /> submitted to the Planning Director for review and approval. <br /> <br />All mitigation measures of the Happy Valley Specific Plan EIR are hereby incorporated <br />by reference. <br /> <br />The detention pond shall be designed and operated pursuant to the requirements of <br />the hydraulic summary prepared by David Evans and Associated dated October 27, <br />1998. The City Engineer shall be responsible to ensure that the detention pond is <br />performing as designed to mitigate downstream runoff impacts and shall prepare <br />an evaluation, annually unless otherwise determined, of its performance. <br /> <br />10. <br /> <br />Prior to recordation of the final map, a tree protection plan shall be submitted to the <br />Planning Director for review and approval. This plan shall include the HVSP EIR <br />mitigation measures and shall explore the potential for relocating any heritage size tree <br />that will have to be removed as a result of the subject development; such relocation is <br />encouraged to the extent feasible. <br /> <br />11. <br /> <br />Prior to recordation of the final map, a precise open space trail design and alignment plan <br />shall be determined in the field with staff and representatives of the Parks and Recreation <br />Commission. <br /> <br />12. <br /> <br />Prior to recordation of the final map, the final grading and landscape details for the water <br />tank shall be submitted to the Planning Director for review and approval. These details <br />shall include a dark, flat green color for the tank, and the use of evergreen native/drought <br />tolerant trees and shrubs to the greatest extent possible. <br /> <br />13. <br /> <br />In conjunction with the tentative map application, the installation of a traffic circle shall <br />be shown at the intersection of the east/west street and the Bypass Road and shall be <br />subject to the Planning Commission review and approval. <br /> <br />14. <br /> <br />Prior to building permit issuance, the developer shall submit for Planning staff review <br />and approval each house plan. Staff shall review each plan for consistency with the <br />approved PUD development plan and development standards/design guidelines. <br /> <br />15. <br /> <br />This project shall be subject to the provisions contained in the approved North Sycamore <br />Specific Plan Financing Plan. <br /> <br /> <br />
