The plan is consistent with the City's General Plan. <br /> <br />The proposed project's land use conforms to the "Retail, Highway, and <br />Service Commercial; Business and Professional Offices" Land Use <br />Element designation for the project site. The building would help provide <br />additional space for businesses to serve residents and businesses of <br />Pleasanton and its market area and would be consistent with Policy 4 of <br />the General Plan's Land Use Element. The proposed project is in <br />conformance with the Downtown Specific Plan's "Office" land use <br />designation for the site. The Specific Plan encourages office space which <br />would provide daytime patronage of retail stores, services, and restaurants <br />in the Downtown. <br /> <br />The plan is compatible with previously developed properties in the <br />vicinity and the natural, topographic features of the site. <br /> <br />The Downtown project site is surrounded by a variety of uses: single- and <br />multi-family residential, office, and public and institutional uses. As <br />conditioned, the proposed office building would be compatible with the <br />mixed-use character of the area and has been sensitively designed. As <br />conditioned, the proposed setbacks, landscaping, fence design, and land <br />use restrictions will reduce or avoid the potential impacts on adjacent <br />properties. The site is relatively flat, and minimal grading operations will <br />be needed in order to achieve proper drainage of stormwater from the site. <br />Grading conducted on the site will be subject to engineering and building <br />standards prior to any development. <br /> <br />The grading takes into account environmental characteristics and is <br />designed in keeping with the best engineering practices to avoid erosion, <br />slides, or flooding to have as minimal an effect upon the environment as <br />possible. <br /> <br />The subject property is relatively flat. Surrounding properties generally <br />are at a similar elevation and the project will generally maintain these <br />elevations. City building code requirements would ensure that building <br />foundations, on-site driveways, and parking areas are constructed on <br />properly prepared surfaces. Erosion control and dust suppression <br />measures will be documented in the building permit plan sets and will be <br />administered by the City's Building and Public Works Departments. <br />Urban clean water runoffmeasures will be incorporated into the project <br />through conditions of approval.
