Adequate public safety measures have been incorporated into the design of <br /> the plan. <br /> <br />Several public safety measures have been incorporated into the design of the <br />proposed development plan and off-site improvements. As conditioned, the <br />extension of Crosby Drive and its cul-de-sac radius would meet City standards <br />which would ensure that adequate access is provided to all structures for police, <br />fire, and other emergency vehicles. An emergency vehicle access easement would <br />be placed over the existing driveway to allow for an alternative access to the <br />homes. The City's Fire Department has found that the curve radii, width, and <br />slopes of this driveway are satisfactory and that the driveway can be negotiated by <br />fire and emergency vehicles. Because the site is located outside of the five minute <br />emergency response time from Fire Station 2, all homes are required to be <br />equipped with automatic residential fire sprinklers. For further fire protection, the <br />developer has prepared a "wet zone" landscape plan to provide a buffer between <br />the open space and the lots. <br /> <br />The site would be annexed to the existing Geologic Hazards Abatement District <br />established on the adjacent subdivision to the south. The GHAD would ensure <br />that all slope banks within the open space which are adjacent to homes, streets, <br />and the EVA are properly maintained. Any erosion or sloughing which does <br />occur and may pose a hazard to residences or necessary facilities can be <br />adequately repaired. <br /> <br />7. The plan conforms to the purposes of the PUD District. <br /> <br />The proposed PUD rezoning and development plan conforms to the purposes of <br />the PUD district. One of these purposes is to insure that the desires of the <br />developer and the community are understood and approved prior to <br />commencement of constrnction. Another is to provide a mechanism whereby the <br />City can designate parcels and areas requiring special consideration regarding the <br />manner in which development occurs. The proposed development plan takes into <br />account the City's desire to preserve open space and significant vegetation and to <br />reduce grading on hillsides within the Pleasanton foreridge area. The developer is <br />proposing to cluster development in the flattest portion of the site, to dedicate the <br />remaining open space to the East Bay Regional Park District, and record a <br />conservation/scenic easement over the open space in favor of the City so that the <br />open space will be maintained in perpetuity and further development is precluded. <br /> <br />The PUD district also allows some flexibility in creating development standards <br />for unique situations. In this case, the PUD requires one-story homes in visually <br />sensitive locations, and creates larger side, rear and front yard setbacks than might <br />otherwise be applied.
