No public access shall be allowed or assumed by granting this <br />easement, nor shall the City accept liability for any injury to persons or property <br />associated with the EBRPD or its activities in granting this easement. <br /> <br />Prior to or concurrently with Final Map approval, the developer shall grant an <br />easement to the City over the existing driveway for emergency vehicle access. <br /> <br />Prior to recordation of the final map, all modifications required to the design <br />guidelines thorough conditions of approval shall be combined into a single <br />comprehensive document. This document shall be submitted to the Planning <br />Director for review and approval prior to publication. The developer or its <br />successor in interest shall disclose the design guidelines to the lot buyers prior to <br />close of escrow, and shall provide them with copies of the guidelines. <br /> <br />Property lines shall be located a minimum of two feet from the uphill side of the <br />top of bank. <br /> <br />Prior to City Council approval of the Final Map, the developer shall submit a detail <br />of the proposed street lighting, including photometries, for the project. Design and <br />location of the streetlights shall be subject to the review and approval of the <br />Planning Director and City Engineer. <br /> <br />General Planning Conditions <br /> <br />If archeological materials are uncovered during grading, trenching, or other on-site <br />excavation, all work on site shall be stopped and the City immediately notified. <br />The county coroner and the Native American Heritage Commission shall also be <br />notified and procedures followed as required in Appendix K of the California <br />Environmental Quality Act. A similar note shall appear on the improvement plans. <br /> <br />The location of any pad mounted transformers shall be subject to approval by the <br />Planning Director prior to the issuance of permits by the Building Department. <br />Such transformers shall be screened by landscaping or contained within an <br />enclosure matching the building and with corrugated metal gates. All transformers <br />shall be shown on the plans submitted for issuance of building permits. The <br />developer shall attempt to locate transformers at the rear of the site. <br /> <br />All backflow prevention devices installed with the development shall be painted <br />forest green (Pantone Color System Number 357) and shall be screened from view <br />from public/private streets.
