Resolution No. PC-99-04 Page 9 35. The existing St. John Street driveways to be removed shall be replaced with new curb, gutter, and sidewalk matching the existing materials. 36. Prior to installation of any signs, a comprehensive sign program shall be submitted to the Planning Director for review and approval. Said sign program shall include the specific details for each sign (i.e., colors, materials, illumination, location, sign text, etc.). The sign program shall be consistent with the regulations of the Downtown Revitalization District and the Downtown Design Guidelines. 37. The base building wall color shall be changed to a lighter grey/off-white color. In addition, the accent wall color shall be lightened slightly. Said wall colors shall be submitted to and approved by the Planning Director prior to painting of the building. Approved colors/materials shall be stated on the plans submitted for issuance of building permits. 38. The applicants shall submit a sample of the smooth plaster wall finish for review and approval by the Planning Director prior to issuance of building permits. 39. All backflow prevention devices installed with the development shall be painted forest green (Pantone Color System Number 357) and shall be screened from view from public/ private streets. Screens shall consist of walls or landscaping satisfactorily integrated into the landscape plan. Landscape screens shall include shrubbery designed by species and planting density to establish a complete screen within one year from the date of planting. Weather protection devices such as measures to protect pipes from freezing shall require approval by the Planning Director prior to use; at no time shall fabric or other material not designed and/or intended for this purpose be wrapped around or otherwise placed on these devices. All backflow prevention devices shall be shown on the plans submitted for issuance of building permits together with screening mechanism and/or weather protection devices. Proposed screening and weather protection devices shall be reviewed for conformity to these requirements and approved by the Planning Director prior to issuance of a building permit. 40. No modular newspaper dispensers shall be allowed outside of the building unless the enclosure and newspaper racks match the others used on Main Street. The specific design and location of the newspaper racks shall be subject to the review and approval of the Planning Director prior to installation.
