PLANNING COMdVIISSION CITY OF PLEASANTON <br /> <br />ALAlvIEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-2000-67 <br /> <br />RESOLUTION APPROVING THE APPLICATION OF REUBEN BORG FOR <br />DESIGN REVIEW AND CONDITIONAL USE PERIVIIT APPROVALS, AS <br />FILED UNDER CASE PCUP-15/PDR-96 <br /> <br />WHEREAS, <br /> <br />Reuben Borg has applied for a conditional use permit to allow the <br />operation of a retail fence sales business and design review approval to <br />allow the outdoor storage of fencing materials and company vehicles, to <br />allow the installation of new landscaping, and to allow miscellaneous site <br />improvements located at 3878 Stanley Boulevard; and <br /> <br />WHEREAS, zoning for the property is C-S (Service Commercial) District; and <br /> <br />WHEREAS, <br /> <br />at its duly noticed public hearing of December 13, 2000, the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning this application; and <br /> <br />WHEREAS, projects of this nature are categorically exempt from the requirements of <br /> the California Environmental Quality Act (CEQA); and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />The proposed location of the conditional use is in accordance with <br />the objectives of the zoning ordinance and the purpose of the <br />district in which the site is located. <br /> <br />The general provisions of the Zoning Ordinance state that part of <br />the objectives of the ordinance are to insure that public and private <br />lands ultimately are used for the purposes which are most <br />appropriate and most beneficial from the standpoint of the City as a <br />whole and to safeguard and enhance the appearance of the City. <br />The City's General Plan includes the following goals/policies: (1) <br />enhance the appearance of the major city entry streets; and (2) land <br />use planning in areas adjacent to City entries should be particularly <br />sensitive to aesthetic considerations. Because the proposed use <br />does not involve significant construction, the applicant has <br />attempted to clean up the site, there is a need for service <br />commercial uses, and staff has not received any complaints about <br />the business to date, the proposed use and site plan is appropriate <br />for a limited time period. <br /> <br /> <br />
