Resolution No. PC-2000-65
Page 5

is an immediate threat to the public health, safety, or welfare. Commissioner Roberts stated that
she does not want the Council bogged down with the process required to establish a moratorium
while the City is trying to proceed with a study. She advised that she would support wording
that states the Planning Commission would strongly recommend a moratorium if any applicant
does not postpone its application.

Chairperson Sullivan suggested that two resolutions be adopted so that the moratorium is not tied
to the study.

Commissioner Roberts voiced her support to involve the Planning Commission and those who
have expressed interest in the study.

Commissioner Arkin thanked the public for attending this evening's meeting, as well as the
previous meeting. He stated that he feels the Planning Commissioners' job is easier because of
the public support. He advised that he agrees with almost all of the comments of his fellow
commissioners. He stated that he feels the study needs to be done and that the issues can be
flushed out with a study. He indicated that he believes this matter should be presented to the
Council as quickly as possible, so that the authorization can be given to staff to begin the
process. He further indicated that he does not want the study to be stopped in the event a
moratorium becomes controversial.
