He advised that he feels decentralism and <br />local controlled energy vs. centralized energy control needs to be discussed. <br /> <br />Chairperson Sullivan advised that he would like the process to be an independent study, not tied <br />to an application EIR, noting that he believes more options can be considered with an <br />independent study. He further advised that he would like to see a moratorium on power plant <br />applications, as he is not comfortable that someone will come back requesting that an application <br />be processed while the study is still being conducted. He noted that he believes a moratorium <br />will give the City adequate time to complete the study. <br /> <br />With regard to the proposal for a joint workshop, Chairperson Sullivan stated that he would like <br />to see this matter proceed in the most expeditions manner possible, and while he still believes a <br />workshop is a good idea, if the pmeess can begin by the Planning Commission making a <br />recommendation to the City Council, he would support that method. He noted that he would like <br />to have workshops as part of the process. Chairperson Sullivan stated that he agrees with staff to <br />defer the CEQA process on the Enron application, as long as the moratorium is in place. He <br />stated that he would like to have the Planning Commission involved in the study, as well as <br />anyone in the public who has indicated that they would like to be involved. <br /> <br />Commissioner Roberts stated that she agrees with Chairperson Sullivan with regard to what <br />should be in the study. She noted that she is enthusiastic about developing a policy for the City. <br />She advised that P.G. & E. needs to get more power into the Vineyard substation and that is the <br />purpose of the transmission line. She noted that she believes the question of whether the <br />transmission line will satisfy the need for additional power plants should be addressed in the <br />study. She stated that she had understood these plants were temporary emergency plants. <br /> <br />Commissioner Roberts stated that the study will bring the energy issue to the forefront and get <br />businesses to talk about what can be done. She advised that she would like to know what the <br />local and regional energy needs are. Commissioner Roberts questioned how difficult it would be <br />to impose the moratorium if one of the applicants wanted to proceed before the study was <br />completed. Mr. Swift stated that a meeting would need to be scheduled and the findings for a <br />moratorium would need to be made. He noted that the Council could take this action without <br />action by the Planning Commission. Ms. Seto advised that a finding needs to be made that there <br /> <br /> <br />
