PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-2000-65 <br /> <br />RESOLUTION RECOMMENDING TO THE CITY COUNCIL THAT A STUDY OF <br />ELECTRICAL POWER FACILITIES AND ADOPTION OF A LOCAL ENERGY <br />POLICY/STRATEGY BE INIITIATED <br /> <br />WHEREAS, <br /> <br />at its meeting of November 8, 2000, the Planning Commission held a workshop <br />concerning the application of UAE/Enron to construct an electrical generation <br />facility at 3300 Busch Road on the Kiewit property; and <br /> <br />WHEREAS, <br /> <br />during the workshop, the Planning Commission and members of the public raised <br />numerous concerns ranging from the potential environmental effects of the <br />project, to the need to establish a city-wide energy policy/strategy; and <br /> <br />WHEREAS, <br /> <br />the Planning Commission directed staff to agendize for its consideration a <br />possible proposal to ask for a joint workshop with the City Council concerning <br />energy policies and strategies, and a possible moratorium on review/approval of <br />power-generating projects until such a policy/strategy is developed; and <br /> <br />WHEREAS, <br /> <br />at its duly noticed public hearing of November 28, 2000 the Planning <br />Commission considered all public testimony, relevant exhibits, and <br />recommendations of the City staff concerning the establishment of an energy <br />policy/strategy, a joint workshop with the City Council, and a possible <br />moratorium on processing any power plant applications pending completion of <br />such a policy/strategy; and <br /> <br />WHEREAS, <br /> <br />the Planning Commission determined that a study of electrical power facilities <br />and adoption of a local energy policy/strategy is appropriate; a moratorium should <br />be placed immediately on any power generation plant applications if the <br />applicants do not voluntarily postpone these applications until completion of the <br />study; the issues identified by the Planning Commission as being important to be <br />included in the recommendation be forwarded to the City Council; and action on <br />any CEQA process for any particular application should be deferred until the <br />study is completed based on the expectation that such applications will be <br />voluntarily withdrawn. <br /> <br /> <br />
