No stockpiling/storage of construction materials, fill, etc., shall take place underneath or within 5' of the dripline of the existing trees. e.) No equipment or temporary structures shall be placed within or beneath the driplines of these trees. Failure to comply with these requirements may result in a stop-work order. Prior to installation of any second floor signs, a comprehensive sign program shall be submitted to the Planning Director for review and approval. Said sign program shall include the specific details for each sign (i.e., colors, materials, illumination, location, sign text, etc.). The sign program shall be consistent with the regulations of the Downtown Revitalization District and the Downtown Design Guidelines. All backflow prevention devices installed with the development shall located within the trash enclosure/utility room. All backflow prevention devices shall be shown on the plans submitted for issuance of building permit and shall be approved by the Planning Director prior to issuance of a building permit. At no time shall balloons, banners, pennants, or other attention-getting devices be utilized on the site except as allowed by Section 18.96.060K of the Zoning Ordinance for grand openings or by Section 18.116.040 of the Zoning Ordinance if approved by temporary conditional use permit as part of a decorating plan in conjunction with Downtown/Main Street promotional events. At no time shall spot lighting be used after 10:00 PM in conjunction with such grand openings and/or promotional events. No modular newspaper dispensers shall be allowed outside of the building unless the enclosure and newspaper racks match the others used on Main Street. The specific design and location of the newspaper racks shall be subject to the review and approval of the Planning Director prior to installation. All demolition work, site improvements, and construction activities shall be limited to the hours of 7:00 a.m. to 4:00 p.m., Monday through Friday. All construction equipment must meet DMV noise standards and shall be equipped with muffling devices. The project developer shall provide a construction phasing and mitgafion plan with the building permit plan set for review and approval by the Planning Director and Director of Building Inspection before issuance of a building permit. The construction phasing and mitigation plan shall show the proposed location of materials and equipment storage, parking of construction vehicles, ingress/egress for existing first floor tenants, safety measures, etc. and shall be implemented during all phases of the building/site construction.
