proval before issuance of a building permit. In conjunction with the building permit ap- <br />plication, the project developer shall determine the building's "LEED Green Building <br />Rating", using the GBC evaluating methodology, and shall report the rating to the Plan- <br />ning Director before issuance of the building permit which shall be reported to the Plan- <br />ning Commission. Prior to building permit issuance, the green building provisions that <br />are proposed to be included in the development shall be submitted to the Alameda <br />County Waste Management Authority (ACWMA) for review and comment. Once the <br />ACWMA's has generated its comments, City staff shall arrange a meeting between the <br />ACWMA staff and the project developer to discuss said comments and to determine if <br />other feasible, mutually agreeable green building measures can be incorporated into the <br />project. <br /> <br />17. <br /> <br />Window frame and sill designs and balcony rail designs shall be as shown on attachment <br />to Exhibit "A". Windows shall have four divided lights and shall have individual mul- <br />lions. The project developer shall incorporate these design revisions in the building per- <br />mit plan set submitted to the Planning Director for review and approval before issuance <br />of a building permit. <br /> <br />18. <br /> <br />The project developer shall add a building accent color and shall change the building trim <br />color to provide greater "punch" and contrast fi.om the main body color. Trim and accent <br />colors shall be submitted to the Planning Director for review and approval before issu- <br />ance ora building permit. <br /> <br />Building and Site Design Requirements: <br /> <br />19. <br /> <br />The project developer shall post address numerals on the building so as to be plainly visi- <br />ble fi.om all adjoining streets or driveways during both daylight and night time hours. <br />Tenant spaces shall be identified as determined by the City. <br /> <br />20. <br /> <br />The project developer shall effectively screen fi.om view all ducts, meters, air condition- <br />ing equipment, and any other mechanical equipment, whether on the structure, on the <br />ground, or on the roof, with materials architecturally compatible with the main structure. <br />Screening details shall be shown on the plans submitted for issuance of building permits, <br />the adequacy of which shall be determined by the Planning Director. All required <br />screening shall be provided prior to occupancy. <br /> <br />21. <br /> <br />All mechanical equipment shall be constructed in such a manner that noise emanating <br />fi.om it will not be perceptible beyond the property plane. <br /> <br />22. <br /> <br />The location of any pad mounted transformers shall be subject to approval by the Plan- <br />ning Director prior to issuance of permits by the Building Department. Such transform- <br />ers shall be screened by landscaping or contained within an enclosure matching the <br />building and with corrugated metal gates.
