standing the project developers participation in such a program, the City may withhold <br />building permits if the City determines that sufficient water is not available at the time of <br />application of building permits. <br /> <br />Plaaming Requirements: <br /> <br />At no time shall balloons, banners, pennants, or other attention-getting devices be utilized <br />on the site except as allowed by Section 18.96.060K of the Zoning Ordinance for grand <br />openings or by Section 18.116.040 of the Zoning Ordinance if approved by temporary <br />conditional use permit as part of a decorating plan in conjunction with shopping center <br />promotional events. At no time shall spot lighting be used aider 10:00 PM in conjunction <br />with such grand openings and/or promotional events. <br /> <br />10. <br /> <br />The "Permit Parking" signs shall be removed from the project site with the start of con- <br />struction. <br /> <br />11. <br /> <br />The building's first-floor fagade shall be divided into three (3) storefronts. Two (2) store- <br />fronts shall have entries directly facing West Angela Street. The entries shall be recessed <br />and surrounded on both sides by windows. The project developer shall submit a revised <br />first floor facade design to the Planning Director for review and approval before issuance <br />of a building permit. <br /> <br />12. <br /> <br />The "Hardiplank" siding to be used on the proposed building's exterior walls shall be the <br />"Smooth" siding with a six-inch (6") exposure, applied to the building's exterior as indi- <br />vidual "planks". The siding material shall be shown on the final building permit plan set <br />submitted to the Planning Director for review and approval before issuance of a building <br />permit. <br /> <br />13. <br /> <br />Any sit-down restaurant intending to locate in this building shall be required to enter into <br />an in-lieu parking agreement before issuance ora zoning certificate, business license, or a <br />building permit for tenant improvements. The in-lieu agreement shall be reviewed and <br />acted upon by the City Council. <br /> <br />14. <br /> <br />Any future restaurant user that locates within the structure shall be required to keep its <br />kitchen door closed at all times. <br /> <br />15. <br /> <br />Any restaurant facility located in this structure shall be equipped at all times with filtering <br />devices to minimize odors and fumes. <br /> <br />16. <br /> <br />The project developer shall use their best efforts in implementing the measures identified <br />in the Green Building Council's (GBC), "Leadership in Energy and Environmental De- <br />sign (LEED)" in the design, construction, and operation of the proposed building.
