64. Appwval of the storm drainage system shall be subject to the review and approval of the City Engineer and Zone 7, as applicable, that the system is adequate, connects to an ap- proved point of discharge, meets any and all applicable requirements of the Alameda Couaty Flood Control District - Zone 7, meets any and all applicable requirements of the Federal Emergency Management Flood Hazard Pro.am. the California Department of Fish and Game, and meets the immediate and long-range requirements of this develop- ment and all upstream areas intended to be drained through this development. 65. The project developer shall submit detailed landscape and irrigation plans as part of the improvement plans for the portions of Bernal Avenue and Valley Avenue fronting the projoct site. These plans shall include, where applicable, a street tree planting plan and landscape plans for medians, buffer strips, and any fight-of-way landscape areas. The ir- rigation plan shall provide for automatic controls. Urban Stormwater Runoff Requirements: 66. Ifv~getative filter swales are not used to pretreat stomwater runoff, the project developer shall install structural control(s), such as an oil/water separator(s), sand filter(s), or ap- proved equal(s) in the parking areas to intercept and pretreat storm water prior to reach- lng the City storm drain. The design, locations, and a schedule for maintaining the sepa- rator(s) shall be submitted to the City Engineer/Director of Building Inspection for re- view and approval prior to issuance of building permits. The slxuctural control(s) shall be cleaned at least twice a year: once immediately prior to October 15 and once in January. The project developer shall enter into a maintenance a~eement for the oil/water separa- tor(s). 67. All trash enclosure area(s) shall be completely covered. An area drain shall be installed in the enclosure area which connects to the sanitary sewer. A structural control such as an oil/water separator or sand filter shall be provided. No other area shall drain into the trash enclosure; a berm shall be installed to prevent such drainage if found necessary by the City Engineer/Director of Building Inspection. A sign shall be posted prohibiting the dumping of hazardous materials into the sanitavy sewer. The project developer shall no- ti~ the Dublin-San Ramon 'Services District (DSRSD) upon installation of the sanitary connection; a copy of this notification shall be provided to the Planning Department. 68. The project developer shall sweep or vacuum the parking lot and sidewalks a minimum of once a month and shall prevent the accumulation of litter and debris on the site. Cor- ners and hard to reach areas shall be swept manually. If sidewalks and/or the parking lot are pressure washed, debris must be trapped and collected to prevent entry into the storm drain system. No cleaning agent may be discharged into the storm drain. If any cleaning agent or degreaser is used, wash water must be collected and discharged to the sanitary sewer, subject to approval of DSRSD.
