45) <br /> <br />Project's improvement plans as specified in .the Specific Plan. The design of <br />traffic cimles and other traffic-calming measures shall be a function of street <br />intersection geometrics and shall follow City design criteria. Traffic circles shall <br />have appropriate dimensions and traffic control signage for bicycle safety. Final <br />locations, plans, and specifications are subject to review and approval by the City <br />Engineer. <br /> <br />e) <br /> <br />Property Owner in accordance with City standards shall install traffic safety signs <br />and devices and street name signs. Proposed street names shall appear on Final <br />Maps. <br /> <br />Street lighting shall be installed in conformance with City requirements. <br />Alternative street lighting design that aecomplisbes the same requirements and <br />that complements the design theme of the Project shall also be acceptable, <br />provided, however, that non-standard lights may require Property Owner <br />maintenance. Property Owner shall submit detailed plans of proposed street <br />lighting, including photometries, for lighting to be installed prior to approval of a <br />Final Map. <br /> <br />l~ernal Avenue Improvements. The Project shall dedicate, from its property, necessary <br />right-of-way and shall construct the improvements to Bernal Avenue to achieve the lane <br />configurations shown on Figure 4-7 of the Specific Plan, Phase I. Bemal Avenue <br />Improvements. City shall cooperate as necessary to facilitate acquisition of right-of-way <br />from other property owners as necessary to accommodate right-of-way improvements. <br /> <br />a) Bernal Avenue improvements may be phased. <br /> <br />i) <br /> <br />If phased, at the time the City reviews a Tentative or Final Map, the <br />Property Owner shall show preliminary designs for any Bernal Avenue <br />improvements contemplated at that time and/or necessary to maintain <br />LOS "D" conditions with that phase. <br /> <br />ii) <br /> <br />Phased improvements shall be constructed in conjunction with the final <br />map improvements associated with that phase. <br /> <br />iii) <br /> <br />The westboui~d and southbound right-turn lanes at the Valley Avenue- <br />Bemai Avenue intersection may be deleted from this Project's <br />improvement requirements, if, at the review of the MVTM, a traffic study <br />satisfactory to the City Engineer demonstrates that these lanes will not be <br />needed in the "Build-om, no West Las Positas Interchange" conditions and <br />with only Phase I development on the Property. <br /> <br />b) <br /> <br />All Project street intersections with Bemal Avenue planned for full turning <br />movements (excluding the 1-680 interchange on- and off-ramps) shall be <br />signalized by the Property Owner at such time as traffic signal warrants indicate <br />that signalization is needed. All traffic signals shall be connected to the City's <br /> <br />Conditions of Approval Page 23 of 44 August 9, 2000 <br /> <br /> <br />
