45) Project's improvement plans as specified in .the Specific Plan. The design of traffic cimles and other traffic-calming measures shall be a function of street intersection geometrics and shall follow City design criteria. Traffic circles shall have appropriate dimensions and traffic control signage for bicycle safety. Final locations, plans, and specifications are subject to review and approval by the City Engineer. e) Property Owner in accordance with City standards shall install traffic safety signs and devices and street name signs. Proposed street names shall appear on Final Maps. Street lighting shall be installed in conformance with City requirements. Alternative street lighting design that aecomplisbes the same requirements and that complements the design theme of the Project shall also be acceptable, provided, however, that non-standard lights may require Property Owner maintenance. Property Owner shall submit detailed plans of proposed street lighting, including photometries, for lighting to be installed prior to approval of a Final Map. l~ernal Avenue Improvements. The Project shall dedicate, from its property, necessary right-of-way and shall construct the improvements to Bernal Avenue to achieve the lane configurations shown on Figure 4-7 of the Specific Plan, Phase I. Bemal Avenue Improvements. City shall cooperate as necessary to facilitate acquisition of right-of-way from other property owners as necessary to accommodate right-of-way improvements. a) Bernal Avenue improvements may be phased. i) If phased, at the time the City reviews a Tentative or Final Map, the Property Owner shall show preliminary designs for any Bernal Avenue improvements contemplated at that time and/or necessary to maintain LOS "D" conditions with that phase. ii) Phased improvements shall be constructed in conjunction with the final map improvements associated with that phase. iii) The westboui~d and southbound right-turn lanes at the Valley Avenue- Bemai Avenue intersection may be deleted from this Project's improvement requirements, if, at the review of the MVTM, a traffic study satisfactory to the City Engineer demonstrates that these lanes will not be needed in the "Build-om, no West Las Positas Interchange" conditions and with only Phase I development on the Property. b) All Project street intersections with Bemal Avenue planned for full turning movements (excluding the 1-680 interchange on- and off-ramps) shall be signalized by the Property Owner at such time as traffic signal warrants indicate that signalization is needed.
