To provide alternatives to automobile reliance for travel to and from the Planning Area, <br /> to accommodate public transportation, and to minimize peak hour vehicle trips. <br /> <br />Public <br /> <br />1. <br /> <br />Facilities and Service~ Element <br />To time the provision of infrastructure and services to meet service level standards <br />within the Planning Area. <br /> <br />To develop a community that efficiently utilizes potable water supplies. <br />To efficiently utilize sewage treatment plant and disposal capacity. <br />To protect water resources from degradation from pollutants and to minimize the effects <br />of storm water runoff from the Planning Area. <br /> To allow for school and child care sites as needed to serve Specific Plan residents and <br /> the surrounding community. <br /> To provide fire protection facilities to serve the Plarming Area and assist in meeting the <br /> fire protection service needs of the surrounding community. <br /> To meet the needs of the community for solid waste management, electricity, gas, and <br /> telecommunications services. <br /> <br />Con.~rvation and Environmental Miti/ation Element <br /> <br />1. To achieve acceptable noise levels for each land use within the Planning Area while <br /> minimizing reliance on traditional soundwalls. <br /> <br />2. To achieve no net reduction in wetland or riparian resources as a result of Phase I <br /> development within the Planning Area and retain significant biological resources where <br /> possible within the context of new development in Phase I. <br /> <br />3.
