PLANNING COMIVIISSION CITY OF PLEASANTON <br /> <br />ALAlVlEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-2000-46 <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE SAN FRANCISCO WATER <br />DEPARTMENT BERNAL PROPERTY SPECIFIC PLAN (SP-99-02) <br /> <br />the City of Pleasanton is considering a Specific Plan, prezoning, annexation, <br />Planned Unit Development (PUD) Plans, Preannexation Development Agreement, <br />Orowth Management Agreement, Affordable Housing Agreement, and other <br />related matters (collectively the "Project") affecting approximately 516 +/- acres <br />on both sides of 1-680, south of Bemal Avenue; and; and <br /> <br />the City of Pleasanton, acting as lead agency under CEQA, determined that an EIR <br />was required for the Project and referred a Notice of Intent to prepare an EIR to all <br />affected/interested agencies, persons and groups; and <br /> <br />WHEREAS, the City of Pleasanton prepared a Draft EIR for the project which was published on <br /> June 16, 1997, and notice of preparation and availability was properly provided; and <br /> <br />the City of Pleasanton accepted and responded to comments to the Draft EIR, and <br />prepared a Final EIR for the Project with provided responses to the issues raised; <br />and <br /> <br />the City of Pleasanton provided Notice of Completion of the Final EIR, and <br />following public hearing, certified the Final EIR on February 15, 2000 by City <br />Council Resolution No. 00-013; and <br /> <br />the Planning Commission has held notice public heatings on July 12 and 26, and <br />August 2 and 9, 2000, to take public comments regarding GHC Bemal Investors <br />LLC's plan to develop Phase I of the Project (which consists of about 170 acres of <br />commercial, office, medium and high density residential, and parks and recreational <br />uses); and <br /> <br />at its noticed public hearing on August 9, 2000 the Planning Commission <br />recommended adoption of the CEQA findings of significant environmental impact <br />and the statement of overriding considerations; and <br /> <br />WHEREAS, at its duly noticed public hearing on August 9, 2000, the Planning Commission <br /> reviewed the draft Specific Plan for the Bemal Property; and <br /> <br />WHEREAS, the Planning Commission finds that the draft Specific Plan is consistent with the <br /> City of Pleasanton's General Plan policies and programs. <br /> <br /> <br />
