~: Changes or alterations have been required in, or incorpora~d into, the <br />Project which avoid or substantially lessen] the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Facts in Stwnort of Finding: The impact will be avoided or reduced based on the <br />following: I <br /> a. The PUD requires comprebeusi~e water quality protection to meet City <br />standards. <br /> b. These Ivi. itigations are incorporated into the PUD Condition which <br /> requires a water quality program for grading, consmiction, and Project operation. The <br /> pro,ram must include erosiOn/sedimentation control, and compliance with NPDES <br /> standards and best management practices. <br /> c. Since the golf course and driving range are not part of Phase I, there is no <br /> need for the development of stormwater or water quality management plans. <br /> d. When the public uses in Phase li are being formulated for the currently <br /> unplanned public space, if a golf course is proposed, mitigation will be incorporated to <br /> minimize this impact. In addition, further environmental review will occur prior to <br /> approval of any uses in Phase II. <br /> <br />C. Infrastructure Systems: Water <br />1. ~_1. Cumulative increase in demand for potable water. <br /> <br />MOa.sure Cia. Require payment ofregi°nal m~d City connection fees. <br /> <br />Measure Clb. Require water conservatiOn measures. <br />~: Changes or alterations have been required in, or incorporated irito~ the <br />Project which avoid or substantially lessen the significant environmental effect <br />identified in the Final EIR to a less than significant level. <br />Fa~ts in Sunnort of Finding,: The impactiwill be avoided or reduced based on the <br />following and that certain mitigation measures are infeasible or unnecessary: <br /> a. The PUD (Condition__) requires payment of connection fees. Through <br />these fees, which apply to all new development in Zone 7's service area, Zone 7 will be <br />able to plan for and implement measures to ensure provision of water to meet the <br />projected growth in its service area. <br /> <br /> <br />
