None. <br /> <br />F_.j!~[i~: Specific economic, social, or other considerations made infeasible mitigation <br />measur~ or project alternatives identified in the Final ErR. <br /> <br />Fact~in S ~u~o~ zI of Fiodin~': The following facts demonstrate that it is not feasible to <br />mitigate the impact to a less than significant level. <br /> <br /> a. Thc knoll area on the East Parcel has been designated as an 18-acre <br />neighborhood / special use park and will experience noise levels ranging from 55 to <br />over 70db. The top of the knoll overlooking the freeway experiences thc highest noise <br />levels. The park uses will be located on areas of the knoll screened from high noise <br />levels and consistent with General Plan standards for such uses. <br /> <br />b. The knoll acts as a noise shield for uses located to the east. <br /> <br /> c. It is not feasible to construct a soundwall between 1-680 and the knoll to <br />scre~ the high portions of the knoll overlooking the freeway because the <br />extraordinary height of such a soundwall would cause significant adverse visual <br />impacts, would block views of the knoll from the freeway, and would be unnecessary <br />because noise sensitive recreation uses will be located in quieter locations on the <br />eastern side of the knoll. <br /> <br /> d~ All the development alternatives propose open space/park on the East Parcel <br />and would be subject to the same noise impacts. The No Project Alternative is <br />rcjecled because it would not meet any of the Project Sponsor's objectives nor would it <br />fulfill any of the City's objectives for this site, including provision of additional <br />housitig, open space, affordable housing, an elementary school site and public <br />improvements. <br /> <br />E. Visual Resources <br /> <br />1. Ir~act Nil. Project development, including barriers to mitigate freeway-related <br />noise, would reduce visibility into and beyond the site and diminish the "green vista" <br />curre,tly available from 1-680 northbound and southbound through the site. <br />(Cooperative Plan, Preferred Plan, and Alternative 2) <br /> <br />60 <br /> <br /> <br />
