Resolution No. PC-2000-34 Page 4 of 5 EXHIBIT B Conditions of Approval Birthing Center 4441 Railroad Avenue Case PCUP-14 o o The proposed use shall conform substantially to the site plan, floor plan, written narrative, and related materials, Exhibit A (dated "Received May 2, 2000"), on file with the Planning Department, except as modified by these conditions. If operation of this use results in conflicts pertaining to parking, noise, traffic, or other factors, at the discretion of the Planning Director, this matter can be submitted to the Planning Commission for its subsequent review at a public hearing. If necessary, the Commission may modify or add conditions of approval to mitigate such impacts, or may revoke said use permit. No group classes, i.e. natural childbirthing, shall be conducted in the proposed birthing center at any time. Group tours to familiarize expectant parents with the birthing center may only be scheduled one weekday night every two weeks. Two different tours, lasting approximately one hour each, shall be permitted that one evening and each tour shall be separated by fifteen minutes from the next tour. The last tour shall be scheduled to end no later than 8:00 p.m. Each group shall have a maximum of three couples. Special evem classes are subject to the approval of the Planning Director on a case-by-case basis. Except as modified by these conditions of approval, if any additional activities beyond that proposed in the written narrative, dated "Received May 2, 2000" on file with the Planning Departmem, are desired, prior City review and approval is required. Such modifications shall be submitted to the Planning Director, who shall refer the matter to the Planning Commission if judged to be substantial. The storage of all biobaTardous waste and medical supplies shall be contained entirely within the structure at all times and in accordance with all applicable federal, state, and local regulations. All controlled substances shall be appropriately kept in a double-locked cabinet inside the facility. All other refuse shall be stored in the appropriate City-approved residential trash barrels and shall be stored inside at all times except on refuse collection days. The applicant shall not change the exterior of the building unless prior approval is obtained from the Planning Department. The applicant shall apply for and receive approval for any proposed signs for the facility from the Planning Director prior to their installation.
