5. The disruption of improvements by trees does not imply <br />that the tree is creating a hazard even though the disrupted <br />improvements mmy of themselves be hazardous. In many, if not <br />most cases, the improvements can be ~red or re~laced in such <br />a manner as to eliminate the hazard witHOUt affecting the ~ee. <br />It is the policy of the City CoUncil to =~uire that this be the <br />practice unles~ it can be demonstrated that Such would be un- <br />reasonable. <br /> <br /> 6.
