In addition, staff feels that the scale of the.proposed <br />buil~ng re,ares well to the Sheraton and Marriot hotels, to the north and south respectively. <br />Alth0ugh'lite architecture of the hotels is more residential in character, both are two stories in <br />height and set apart from the proposed building by both landscape screening and spacing. The <br /> <br />proposed ~ilding materials and colors would complement the architectural pattern established <br />by s~ing buildings. In staff's opinion, the proposed design succeeds in providing <br /> <br />atUa~ve elevations on all four sides of the building, consistent with the high level of quality <br />present in the nearby business parks and buildings facing Hopyard Road. <br /> <br />In response to a staff recommendation to create a bolder entrance design, the applicant has <br />proposed a more prominent enuy. The granite surround at the front door has been erdarged <br />and the cmacrete panel above the door is curved to mirror the barrel roof. The address of the <br />building has also been added above the doorway. As viewed from Hopyard Road, staff feels <br />that the proposed modifications successfully emphasize the building entry. <br /> <br />Architectural peer review was not deemed necessary for this project. In its current form, staff <br />feels that the proposed building is attractive and compatible with surrounding buildings. <br /> <br />Gremn Building Practices <br /> <br />With 26 total credits the proposed project meets the threshold for a ~Certified' level buiMing in <br />the LEED (Leadership in Energy and Environmental Design) 2.0 Green Building Rating <br />System. The project will meet all of the prerequisites for this rating, with the exception of full <br />building system commissioning. Building system commissioning would verify and ensure that <br />fundamental building elements and systems are designed, installed, and calibrated to operate as <br />intended. The applicant feels that engaging a commissioning authority is not cost effective for a <br />project of fi'tis size, particularly given that the developer will not recoup life cycle Costs. <br />However, the applicant has proposed to meet LEED standards in water efficiency, energy <br />performance, construction waste management, indoor environmental air quality, procurement of <br />materials, and resource conservation. Additional credits in the reuse of building materials, <br />green power, and the incorporation of rapidly renewable resources and recycled content into <br />building materials are being investigated by the applicant, though no credits were awarded. <br />Staff acknowledges the thorough efforts made by the applicant to integrate green building <br />practices into this project. The applicant's green building proposal and LEED 2.0 scorecard <br />are i~clud~d in the Planning Conunission's packet. <br /> <br />Grading <br /> <br />The finistmd Pmor of the proposed office building Would be at approximately the same elevation <br />as th~ existing restaurant building. Limited grading would be conducted for the building pad and <br />to achieve proper drainage into the City's storm water runoffcollection system.
