The f~ee passes and the project's proximity to multiple bus lines and to BART will have <br />th~ greatest in,pact on pe~k trips. There are three Wheels routes that serve the site, <br />Roums 10 and ? that both stop on Hopyard at Gibraltar and Route 4A and 4B that stop <br />on Chabot m the rear of the site. Among these routes there is service every 15 minutes <br />to the site f~nn BART in the morning and service every 15 minutes from the site to <br />BART in the evening. The site is nearly the fu'st stop after leaving BART in the <br />morning end the last stop before BART in the evening, with only 5-7 minutes of travel <br />time to and from the site and BART. This service will be free to the tenants of the <br />project as it is for all Hacienda employees. <br /> <br />At 3.$ employees per thousand square feet, the proposed building could have about 155 <br />employees. Based on our experience, we would expect 9 to 10 of these employees to <br />fide the bus to BART during each peak period. This amounts to appwximatcly 6% of <br />all employees, which is within induslry standards for projects with high trax~it <br />accessibility. <br /> <br />Although we are not able to quantify their impact, the other TSM measures will also <br />h~lp mitigate peak traffic. It is common in some cities to see trip credits granted for <br />bike mck~, showers, and iml~dual carpoot\vanpool parking stalls as part of a credit- <br />b~ed trip ~ring system. Although Plea&alRon does not use such a system, the fact <br />that these measures are regularly granted credits demonstrates the value they have in an <br />overall TSM program. The proposed office project is incorporating a covered nine bike <br />Im~king rack, two shower facilities and nine carpool/vanpool parking stalls. <br /> <br />Due m the TSM measures incorporated into the project, we are quite confident that the <br />sile will ~'tunlly generate 9 to 10 fewer l~ak trips than the traffic study projected. The <br />proposed project should therefore have more than the 21 fewer peak trips than the <br />r~taurant and certainly no more "outbound" p.m. peak trips than the existing restaurant. <br /> <br />V~truly yours, <br /> <br />Chris D.
