Exhibit C
SENIORTY SHIFT SIGN -UP PROGRAM
The Seniority Shift Sign -Up Program for work schedule selections (watch and
days off) will be implemented in the Operations Division the first pay period after
January 1, 1999. The following guidelines will govern the program:
Eligibility
1. The program will be available to non - probationary sergeants and officers
who are assigned, or will be assigned, to the Operations Division on
January 1 of each year.
Seniority
1. Sergeants; seniority will be based on date of promotion. In the case that
more than one sergeant was promoted on the same date, seniority will be
determined by the involved individuals' position on the sergeant's
promotional list.
2. Officers' seniority will be based on their date of hire as a police officer. If
more than one officer was hired on the same date, seniority will be
determined by the individual's position on the hiring list. Seniority of
officers sworn -in on the same day, but hired from different eligibility lists,
or when seniority cannot be determined by any other method, seniority will
be determined by a lottery draw.
3. With the exception of #4 of this section, if a manager or sergeant is
returned to the rank of officer, that officer's seniority will be based on
original date of hire. If a manager is returned to the rank of sergeant, that
individual's seniority will be base on original date of promotion to sergeant.
4. Should an officer or sergeant's employment be terminated and the
individual later re- hired, seniority will be based upon the date of re -hire.
Process
1. In order to facilitate the timely completion of the seniority sign -up program,
two weeks prior to the beginning of the process the Operations Division
Commander will cause a notice to be posted. The notice will contain the
beginning and ending dates of the sign -up process and the blocks of time
allocated to all concerned personnel, as described in this memorandum of
understanding.
2. Officers will sign -up for two six -month work schedules on or around
September 15 but no later than October 14
HR/POA Seniority Shift Sign -Up Program
