(3) There does not seem to be anything inherently <br />wrong with the private streets if properly handled. We <br />have driveways in large multiple, commercial and <br />industrial developments that serve more people and are <br />inherently more "public" than many small cul-de-sacs. <br />(4) Private streets should be clearly distinguishable <br />from public streets in the eyes of the public, either <br />by the physical treatment of the entrance or by <br />appropriate signs, or both. <br /> <br />(5) The size and extent of private utility systems <br />should be limited. This will mean in most cases that <br />public service easements will be taking over the privat <br />streets and the City will maintain the sewer and water <br />systems therein up to the meter or service lateral to <br />the buildings much the same as we now do in "standard" <br />areas. The City would, therefore, own and control the <br />hydrants. <br /> <br />(6) The City should insure that the deed restrictions <br />clearly indicate the responsibilities of the owners <br />for pavement repair, street sweeping and other items. <br />(7) Because of the complexities of these types of <br />developments it may be difficult to determine precisel <br />where the City's responsibility ends and the homeowner <br />association begins. For this reason, it is suggested <br />that a possible way to delineate this would be to <br />indicate the limits clearly on a set of drawings of th~ <br />improvements which would be an exhibit attached to the <br />City Council Resolution accepting the public improve- <br />ments in each subdivision. ' <br /> <br />(8) The question of storm drainage will need to be <br />handled on a case by case basis and may be resolved <br />on the basis of size or extent to which the system <br />drains public streets. That part of the systems re- <br />lated to common areas that in effect replace private <br /> <br />yards should clearly be the responsibility <br />owners. <br /> <br />of the <br /> <br /> <br />
