CITY OF PLEASANTON
COUNTY OF ALAMEDA
STATE OF CALIFORNIA

RESOLUTION NO. 71-104

RE: POLICY REGARDING PRIVATE STREETS, UTILITIES, ETC.
WHEREAS, the question of a policy on the development of Private

Streets was discussed at the joint City Council-Planning
Commission study session on June 15, 1970, at which time
the Commission was requested to review and recommend a
policy governing development of Private Streets,

WHEREAS, the Planning Commission did accordingly undertake the
review of such a policy to govern Private Streets, and
after considerable deliberation and using as a general
guideline a report from the Director of Public Works,
took action on the matter.

NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:

1. The City Council hereby adopts the general guideline and
policy relating to development of Private Streets, in
accordance with the report submitted by the Director of
Public Works, which reads as follows:

"(1) The City should exercise the same design and
construction control of development whether it is
public or private. Although some reduction in width,
elimination of sidewalk, substitution of roll curb,
valley gutters or ditches for standard vertical curb
and gutter and other changes of this nature can very
well be allowed, no compromise in structural design
or reduction in capacity should be considered.

(2) Each case will have to be judged separately using
some general guidelines. There is too much variety to!
do otherwise. Some private streets will be little mor~

than driveways which will never become public. Others
may be close enough to a typical public street so that
there is a strong possibility that they will become
public some day.
