City shall prepare an offsite planting plan, which will be subject to <br />approval by DFG, as part of the Section 1601 streambed alteration <br />agreement. <br /> <br /> Offsite plantings shall be placed at a suitable site owned and <br />maintained by the City. Plantings at the offsite locations will be <br />subject to the same performance criteria as onsite plantings. Planting <br />ratios and performance standards shall be established by the regulatory <br />agencies during the permitting process. <br />BIO-12.The city will replace on a 4:1 ratio all heritage trees removed <br />and will replace on a 3:1 ratio all other trees removed. Replacement <br />trees will be a mix of the following species: red willow, Fremont <br />cottonwood, California sycamore, and valley oak. Replacement trees <br />will be planted from "tree pots" (4 inches x 4 inches x 14 inches), and <br />will be located in the project area, generally where the existing trees <br />were removed. <br /> <br />For the nine trees to be preserved and the three trees to be relocated (if <br />it is feasible to relocate them; otherwise they will be replaced at the <br />3:1 ratio), the city will comply with all recommendations outlined in <br />the tree report (HortScience 2000) for the project. <br />Cultural Resources <br />CR-1 If any historic surface or subsurface archaeological features <br />or deposits (including locally darkened soil [midden] that could <br />conceal cultural deposits, animal bone, shell, obsidian, or mortars) are <br />uncovered during construction, work within 100 feet of the find shall <br />cease until a qualified archaeologist has evaluated the resource's <br />significance, and if necessary, develop appropriate treatment measures <br />in consultation with the Corps and the State Historic Preservation <br />Officer. <br />CR-2 If human bone of known or unknown origin is found during <br />construction, all work will stop in the vicinity of the find and the <br />county coroner will be contacted immediately, if the remains are <br />determined to be Native American, the coroner will notify the Native <br />American Heritage Commission, which will notify the person believed <br />to be the most likely descendant. The most likely descendant will <br />work with the contractor to develop a program for reinterment of the <br />human remains and any associated artifacts.
