~E~AS~ <br /> <br /> CITY OF PLEASANTON <br /> COUNTy OF ALA/~A <br /> STATE OP CALIFORNIA <br /> <br /> RESOLUTION NO. 72-124 <br /> <br />RE: CONTINUITY OF GOVERNMENT DURING <br />ENEMY ATTACK. <br /> <br />the State Legislature has enacted the California <br />Emergency Services Act which appears as Chapter 7 <br />of Division 1 of Title2 of the GOvernment Code; <br />and <br /> <br />Article 15 of said act provides for the preservation <br />of local government; and <br />the Legislature, in enacting the California Emergency <br />Services Act, recOgnizeS that if this State or nation <br />were attacked by an ene~ of the United States, many <br />areas of California migh% be subjected to the effects <br />of an enemy attack and some or all of these areas could <br />be severely damaged; during such attacks and in the <br />reconstruction period following such attacks, 1=~ and <br />order must be preserved and so far as possible. govern- <br />ment services must be continued or restored; this can <br />best be done by civilgovernment; to help to preserve <br />law and order and to continue or restore local services, <br />it is essential that the local units of governments <br />continue to function; and <br />in enacting said article the LegiSlature finds and <br />declares that the preservation of local goverr~ent in <br />the event of enemy attack is a matter of statewide con- <br />cern; the interdependence of political subdivisions <br />requires that for mutual preservation and for the pro- <br />tection ofall the citizens of the State of California <br />that certain minimum precautions should be taken by <br /> <br /> <br />
