SeCt!ion 1. <br /> <br />Section 2. <br /> <br />Section <br /> <br />Section <br /> <br />Section 126 (Grievance) is hereby added to Chapter <br /> <br />I (Definitions)to read as follo~S;! <br /> <br />A grievance is any dispute concerning tke inter~ <br />pretation or application of th~s Resolution, orof <br />the rules or regulationS governing personnel practices <br />or working conditions, or of theepractical conse- <br />quences of a City ri~ts' decision on wages, hours <br />and ether terms and conditions of employment. <br /> <br />Section 601 (Announcement), Chapter VI (Applications <br /> <br />and Applicants)is hereby amended to read as follows: <br /> <br />All examinations for classes in the competitive <br />service shall be publicized by the Personnel Officer <br />by whatever means and for whatever duration of time <br />the Personnel Officer deems advisable prior to the <br />holding of an examination. The Personnel Officer in <br />making his dete~mihation as to the manner and duration <br />of announcing an examination shall take into consid- <br />eration the position to be filled, the number of <br />applications on file with the City and such other <br />factors as will insure a sufficient number of appli- <br />cants for the position. The announcements shall <br />specify the title and pay of the class for which the <br />examination is announced, the nature of the work <br />to be performed, preparation desirable for the per- <br />formance of the work of the class, the manner of <br />making application, minimum requirements and qualifi- <br />cations for the class, conditions of employment if <br />any and other pertinent information. <br /> <br />Section 1203 (Advancement) of Chapter XII (Pay Ad- <br /> <br />Justments) is hereby amended to read as follows: <br /> <br />No salary advancement shall be made so as to exceed <br />any maximum rate establishedin the pay plan for <br />the classto which the advanced employee's position <br />is allocated. Advancements.shall not be automatic <br />but shall depend upon increased service value of <br />an employee to the City as exemplified by recommend- <br />ations of his supervising of£icial, length of service, <br />performance, record, special training undertaken, <br />or other pertinent evidence, within the advancement <br />policy established by the pay plan, Any employee <br />subject to a twelve month probationary period shall <br />not normally be eligible for advancement in pay until <br />he has successfully completed said probationary <br />period, or any extension thereof, as provided in <br />Section 10G1 of these Rules and Regulations. <br /> <br />Chapter XII (Pay Adjustments) is hereby amendedby <br /> <br />the addition of a Section 1206 and a Section 120~ <br /> <br />to read as follows: <br /> <br /> <br />
