In developing and operating the elementary school, the PUSD should: (1) Prepare a circulation plan for the school aite that would avoid queuing of vehicles on Case Avenue by providing for adequate onsite queuing areas [or both dropaff and pickup of students; (2) Prohibit parking along Cese Avenue adjacent to the ele- mentary school; and (3) Commit to offset school start times of the middle and ele- mentary schools by 15 to 30 minutes.
