Page 1 <br />CHAPTERI <br />INTRODUCTION <br />OVERVIEW <br />The Final Environmental Impact Report (FEIR) for the San Francisw Water Department Bamal Property <br />Specific Plan and related actions (composed of the Draft EIR and the Responses [o Comments document) <br />identifies [he significant effects of the proposed project. The FEIR also identifies changes or alterations <br />to the proposed project which, if incorporated into, or made a condition of approval [o, the project, would <br />lessen these significant effects (although not, in all cases, to the Tess-than-significant level). These <br />changes and alterations aze identified in the FE[R as mitigation measures. <br />AUTHORITY <br />As required by California Public Resources Code 21051.6, this Mitigation Monitoring and Reporting <br />Plan (MMRP) contains a program for [he implementation and monitoring of the individual mitigation <br />measures which the City of Plcasamm~ has incorporated into, or made a condition of approved for, [he <br />project. <br />PURPOSE <br />The purpose of this MMRP is to ensure [hat each mitigation measure is fully implemented in a timely <br />manner and, where necessary, [o monitor its performance once implemented to ensure its success. <br />Consistent with this purpose, the MMRP specifies, for each mitigation measure, the measurable, <br />objective performance criteria the measure must achieve by the eitd of the implementation time period iit <br />order for the measure m 6c deemed [o have avoided or substantially lessened [he significant <br />environmental effect it addresses. The MMRP provides specific steps to ensure full implementation and <br />enforcement of each mitigation measure. The MMRP also establishes a reporting system to document <br />monitoring activities and compliance with mitigation measures. <br />It is important to note that, in some cases, the mitigation measures specified in [he EIR will not reduce <br />[hc identified impacts [o aless-than-significant level. This fact does not affect the importance of <br />implementing the measures and monitoring their implementation. <br />RESPONSIBILITIES <br />Unless otherwise specified in this Mitigation Monitoring and Reporting Plaq the City of Pleasanton has <br />the responsibility for taking all actions necessary to (a) implement the mitigation measure according to <br />the specifications provided for each measure or (b) demonstrate to [he agency or individual responsible <br />for monitoring that the action required by the mitigation measure has been successfully completed (i.e., <br />submittal of reports, permits or other documentation). The government agency responsible for <br />monitoring the mitigation measure must verify that the required action has been successfully completed. <br />
