CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. 00-111 <br /> <br />RESOLUTION ADOPTING THE CEQA FINDINGS AND THE <br />STATEMENT OF OVERRIDING CONSIDERATIONS FOR <br />THE BERNAL PROPERTY SPECIFIC PLAN AND <br />PREZONING, ANNEXATION, PUD PLANS, AND RELATED <br />ACTIONS, AND APPROVING TIIE BERNAL PROPERTY <br />SPECIFIC PLAN <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton is considering a Specific Plan, prezoning, annexation, <br />Platxucd Unit Development (PUD) Plans, Preannexation Development Agreement, <br />Growth Management Agreement, Affordable Housing Agreement, and other <br />related matters (collectively the "Prc~ject") affecting approximately 510_+ acres on <br />both sides of 1-680, south of Bemal Avenue; and <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton, acting as lead agency under CEQA, determined that an EIR <br />was required for the Project and referred a Notice of Intent to prepare an EIR to all <br />affected/interested agencies, persons and groups; and <br /> <br />WHEREAS, the City of Pleasanton prepared a Draft EIR for the project which was published on <br /> June 16, 1997, and notice of preparation and availability was properly provided; <br /> and <br /> <br />WItEREAS, <br /> <br />the City of Pleasanton accepted and responded to comments to the Draft EIR, and <br />prepared a Final EIR for the Project which provided responses to the issues raised; <br />and <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton provided Notice of Completion of the Final EIR, and <br />following public heax~ng, certified the Final EIR on February 15, 2000 by <br />Resolution N o. 00-013; and <br /> <br />WHEREAS, <br /> <br />the Plmudng Commission has held noticed public hearings on July 12 and 26, and <br />August 2 and 9, 2000, to take public comments regarding GHC Bemal Investors <br />LLC's plan to develop Phase 1 of the project (which consists of abont 308 acres of <br />commercial, office, medium and high density residential, and parks and <br />recreational uses); and <br /> <br /> <br />
