f The GHCBI Project Phase I impacts fewer acres of the project site than the
Cooperative Plan or the Preferred Plan. This reduces the possibility that wetlands will
be disturbed by Phase I. If wetlands aze located in Phase II, future development wil]
be subject to firrther environmental review
4. Impact O5. Potential adverse effects of golf course, fertilizers, herbicides and other
chemicals on animal species.
MItlEatlOn Measure: None.
Findine: Changes or alterations have been required in, or incorporated into, the
Project which avoid or substantially lessen the significant environmental effect
identified in the Final EIR to a less than significant level.
Facts in Support of Finding: The impact will be avoided or reduced based on the
following:
a. The GHCBI Project, Phase I, does not propose a golf course. Therefore,
none of these potential adverse effects will occur. If a golf course is considered as a
possible use in Phase II for the currently unplanned future public space, further
environmental review will occur at that time.
5. Impact 06. Potential adverse effects of site development on raptor nesting.
Mitieation Measure:
Measure 06a. Prior to development-related activity on the site, confirm presence of
the nest.
Measure 066. Restrict development in [he vicinity of the red-tailed hawk nest.
Findine: Changes or alterations have been required in, or incorporated into, the
Project which avoid or substantially lessen [he significant environmental effect
identified in the Final EIR to a less than significant level.
Facts in Suonort of Finding: The impact will be avoided or reduced based on the
following:
a. PUD Conditions _ and _ require that the Property Owner conduct ared-
tailed hawk nest survey prior to any grading activity in the southern half of [he
Western Area. Ifred-tailed hawk nesting is occurring during the time grading activity
will occur, improvements in the vicinity of the nest should be coordinated with
representatives of the California Department of Fish and Game to minimize
disturbance and possible loss of the active nest during the nesting time. These
conditions call for establishment of a buffer area around the nesting site within which
48
