SERVICE: An efficient regulatory system will provide Alameda <br />County with a competitive edge. <br /> <br />TRAINING <br /> <br />Training should include an orientation to the basic service and the <br />policies of the governing board. <br /> <br />Public employees should have a general understanding of the <br />regulations of other departments within the organization to <br />facilitate permit processing. <br /> <br />There is not a consistent level of expertise in all functions in all <br />cities. <br /> <br />EVALUATION <br /> <br />Ongoing in-house review of the development review process is <br />essential to account for changing conditions. <br /> <br />Feedback fwm customers is essential to properly evaluate the <br />effectiveness of local services. Feedback systems should be <br />designed to evaluate many dimensions of public service including <br />customer service attitude and process efficiency. <br /> <br />PERFORMANCE <br /> <br />There is an irabalance between the increasing compliance standards <br />for business and the lack of staff responsiveness. <br /> <br />D. COORDINATION: Multiple step bureaucracy creates red tape. <br /> <br />The regulator/system in California is so complex, time <br />consuming, and costly that business retention and expansion <br />efforts are adversely impacted. <br /> <br />The multi-layered regulator/system is incomprehensible to users. <br />Regulstory authority should be clarified so that the system is easy <br />to learn and use. <br /> <br />Overlapping authority amongst the state, regional, county, and <br />local levels is creating confusion and red tape. <br /> <br />Compliance standards within a region often vary from district to <br />district and have put certain communities at an economic <br /> <br />11 <br /> <br /> <br />
