SERVICE: An efficient regulatory system will provide Alameda <br />County with a competitive edge. <br /> <br />TRAINING <br /> <br />Training should include an orientation to the basic service and the <br />policies of the governing board. <br /> <br />Public employees should have a general understanding of the <br />regulations of other departments within the organization to <br />facilitate permit processing. <br /> <br />There is not a consistent level of expertise in all functions in all <br />cities. <br /> <br />EVALUATION <br /> <br />Ongoing in-house review of the development review process is <br />essential to account for changing conditions. <br /> <br />Feedback fwm customers is essential to properly evaluate the <br />effectiveness of local services. Feedback systems should be <br />designed to evaluate many dimensions of public service including <br />customer service attitude and process efficiency. <br /> <br />PERFORMANCE <br /> <br />There is an irabalance between the increasing compliance standards <br />for business and the lack of staff responsiveness. <br /> <br />D.
