SECTION IX (Continued) <br /> <br />1. Review of Assianments <br /> <br />At the fffst or second meeting in each December, or as vacancies occur, the City <br />Manager will present for Council's review a summary of the City's designated <br />representatives to various outside organizations, including county, area, district <br />or state boards. committees or commissions. <br /> <br />This summary of appointments is published as an addendure to these policies, and <br />shall be made ava'fiable to the public by the City Clerk. The summary includes <br />a description of each board, its purpose, membership, bylaws, and description of <br />Councilmember duties. <br /> <br />2. Selection of Council Reoresentatives <br /> <br />Appointments shall be made by the Mayor. The Council shall then vote to <br />approve or disapprove such appointments, <br /> <br />It is intended that appointments be spread so that each Councilmember shares the <br />responsibility of representing or conducting business for the City. <br /> <br />3. Removal of Council Renresentatives <br /> <br />A majority vote of the Council shah be required to remove a Councilmember <br />from a regional board, commission, or committee. The recommendation for <br />removal may be made by the Mayor or by any Councilmember. The full Council <br />shall then vote on the removal. <br /> <br />4. Representation of City Position <br /> <br />Councilmembers appointed to outside organizations represent the City's interest <br />as determined by the majority of the City Council on each issue, and are not to <br />represent or vote her or his own or individual positions on issues. It is <br />encouraged that all policy issues should be brought before the City Council for <br />determination and instruction to the appointee before the vote, but ff not possible, <br />the policy issues shall be brought before the Council after the vote for <br />concurrence. The appointee shall represent that position to the outside until a <br />majority of the City Coun(~ changes or modifies its position on a policy issue. <br /> <br />5. Notification of Alternate <br /> <br />A Councilmember shall notify his or her alternate as soon as the Councilmember <br />knows that he or she will be unable to attend a meeting of the outside <br />organization. <br /> <br />20 <br /> <br /> <br />
