SECTION Ill (Continued) <br /> <br />3. Audio and video tane recordms of meetings <br /> <br />It is the policy of the City Council to record its regular meetings on audio cassette <br />and video tape. <br /> <br />a. Not official records <br /> <br />The audio and video tapes of the Council mectthgs are not the official <br />record of those meetings. The appmved mthums constitute the only <br />official record, <br /> <br />b. Maintenance of Audio Tapes <br /> <br />Audio tapes shall be maintained in the City Clerk's office for 5 years. <br />Tapes may be reviewed (i.e., listened to) at the City Clerk's office. The <br />City is not required to provide verbatim transcripts of any audio tape or <br />to make copies thereof. <br /> <br />c. Maintenance of Video tapes <br /> <br />The City Clerk shall maintain video tapes of the City Council meetings for <br />2 years and any member may inspect such tape without charge. The City <br />is not required to make a copy of the video tape without charge. <br /> <br />IV. MEETING ORDER & ATTENDANCE <br /> <br />A. Presiding Officer <br /> <br />The Mayor, if present, shall preside. In the Mayor's absence, the Vice-Mayor shall <br />preside. In die absence of both, die Councilmembers present shall select a Presiding <br />Officer. <br /> <br />The Presiding Officer shall preserve order and decorum at all mectthgs of the Cottacit, <br />announce the decisions on all subjects and decide all questions of order, subject, <br />however, to an appeal from Councilmembers. <br /> <br />B. Ri[ht of Elunr <br /> <br />Any Councilmember desiring to speak shall first be recognized by the Presiding Officer <br />and shall coalroe any remarks to the subject under consideration. <br /> <br />C. Personal Privilege <br /> <br />The right of a Councilmember to address the Council on a question of personal privilege <br />shall be limited to cases in which the integrity, character, or motives of the <br /> <br />8 <br /> <br /> <br />
