Attachment A <br /> <br /> Delegation ASTeement <br /> between the <br /> Bay Area Air Quality Management District <br /> and the <br /> City of Pleasanton <br /> <br />This Delegation Agreement (DA), entered into this day of <br /> <br />] 99 , by and between the Bay Area Air Quality Management District ("BAAQMD" or <br />"District") and the City of Pleasanton ("CITY") does hereby establish the following: <br /> <br /> RECITALS <br /> <br />The BAAQMD is a regional agency that includes all of Alameda, Contra Costa, <br />Marin, Napa, 5an Francisco, San Mateo, and Santa Clara Counties, the southern <br />portion of Sonoma County, and the southwestern portion of Solano County. <br /> <br />The general powers and duties of the BAAQMD are defined in California Health and <br />Safety Code and include the adoption, implementation, and enforcement of <br />transportation control measures for the attain ment and maintenance of state or federal <br />ambient air quality standards (Section 40717). <br /> <br />The City is a general purpose local government that is authorized to adopt trip <br />reduction and travel demand ordinances by Government Code Section 65089.3(2) <br />and the Streets and Highway Code Section 2105. <br /> <br />The BAAQMD wants to ensure that the full intent and purpose of Regulation 13, <br />Rule 1 - Trip Reduction Requirements for Large Employers will be maintained and <br />enforced throughout its jurisdiction. The BAAQMD also wants to support local <br />government initiatives in adopting trip reduction ordinances and have City implement <br />and enforce Regulation 13, Rule 1 to the greatest extent feasible through delegation <br />agreements. Delegation will minimize the BAAQMD resources needed to implement <br />the regional rule and avoid unnecessary duplication of local resources. <br /> <br />Delegation Agreement - Page I <br /> <br /> <br />
