<br />Tri-VaUey Transportation Plan/Adlon Plan Update <br /> <br />traveled corridors, local bus service to new development areas, reoriented local bus service <br />to serve BART and park-and-ride lots, and decreased headways on existing routes. For <br />modeling purposes, specific bus roures were developed and tested. However, the T\'TP/AP <br />is not intended to be a detailed long-range plan for transit provision. Therefore, the spe- <br />cific routes, wh!~h are described in the Appendix to the 1995 Plan, should not be inter- <br />preted literally, but as representative of the type of service (headways and corridors served) <br />that should be provided. <br /> <br />The following are description of the planned transit service. <br /> <br />Crilical Regional Project. <br /> <br />Since most arterial improvements and extensions are local-serving and will be paid for by <br />new development, the financial plan needs to focus on the funding of the larger projects <br />with regional significance. The TVTe developed the following list of criteria to define <br />projects for inclusion in a potential regional impact fee program. <br /> <br />1. The project must involve a route of regional significance as defined by the mc for <br />the transportation plan (see Figure 1-1). <br /> <br />2. Transit projects can be included. <br /> <br />3. The project must be identified in an adopted plan. <br /> <br />4. The project would not be built as a direct developer improvement. <br /> <br />While not a part of the originally adopted list, a fifth criterion discussed by the TVTC is <br />that the project should serve more than one jurisdiction. <br /> <br />The TCTe used these criteria, to identify the following planned project as being the most <br />regionally significant. These projects have been given priority for funding with revenues <br />from the Tri-Valley Transportation Development Fee (TVTDF). This list may be modified <br />in response to updates to the TVTDP. <br /> <br />1. 1-580/1-680 Interchange. Southbound-to-eastbound flyover and hook ramps. <br /> <br />2. Route 84. Four lanes on Vallecitos Road, six lanes on Isabel Avenue, including inter- <br />change improvement at I-680Nallecitos and a new interchange at I-580lIsabel. <br /> <br />3. 1.680 Auxiliary Lanes. From Diablo Road to Bollinger Canyon Road. <br /> <br />4. West Dublin Pleasant BART. Develop new stations on the Dublin-Pleasanton BART line. <br /> <br />Page 30 <br /> <br />18 Ap,il 2000 <br />
