<br />Tri-Valley Transportation Plan/Adian Plan Update <br /> <br />shoulders, and installing passing lanes without increasing its capacity, consistent with the <br />standards beings used in the Los Vaqueros-Vasco Road project. <br /> <br />TRANSIT IMPROVEMENTS <br /> <br />The key transit improvements in the Tei-Valley have been the eXtension of BART to Dub- <br />Iin-Pleasanton and the institution of ACE commuter service between the Central Valley and <br />Santa Clara County. Local WHEELS routes rerouted to serve the BART and ACE station <br />and create transit centers with timed transfers between modes. WHEELS and County Con- <br />necnon routes have also been rerouted and augmented to serve new development areas: <br />North Livermore, East Dublin, and Dougherty Valley. In addition, nine new express bus <br />routes are included in the plan to serve the following corridors not served by BART: 1-680 <br />north to Walnut Creek, Vasco Road to East County, and 1-680 south to Fremont. Some <br />new express bus service has been implemented, included subscription bus service between <br />BART and Concord and service between Walnut Creek and Bishop Ranch and the ACE <br />station. Tri Delta transit is beginning new service between East Contra Costa and <br />Livermore. <br /> <br />The Tri-Valley Transit Plan has been developed to correspond to expected funding levels. <br />Since the area is expected to almost double in population, the hope is that transit funding <br />will also double, Although transit funding may not keep pace with population increases. <br />Nevertheless, rhe plan includes the provision for significant new services plus greater use of <br />existing routes that have available capacity. Additional riders can be served without addi- <br />tional investment. <br /> <br />The development pattern in the Tri-Valley is one of overall low density, however, :.'lnd the <br />new areas proposed for development will generally reinforce the low-density pattern. The <br />low-density pattern does not support the extensive use of transit or cost-effective transir <br />operations. If transit is to serve a much greater role than it does today, development densi. <br />ties will need to increase. Some plans for higher residential or commercial densities, or <br />both, around BART stations are planned or under development. The East Dublin plan fo- <br />cuses higher densities near the existing BART station. Plans are being developed for a dense <br />commercial and residential development around the planned West Dublin station. <br /> <br />lAND USE AND GROWTH MANAGEMENT <br /> <br />The TVTC recognizes that its mission is not to plan land use. Land use inputs to the plan <br />came from the planning department of each member jurisdiction. Projections are also <br />available from ABAG, and the "expected" land use on which the plan is based is 11,000 <br />dwelling units higher than Projections '92 for the Tri.valley as a whole. Action Plans in <br />Contra Costa County are mandated by Measure C to address growth management issues <br />when TSOs cannot otherwise be met.
