(b) EIR. <br /> 2) <br /> <br />3) <br /> <br />(4) <br /> <br />(5) <br /> <br />Before completing a draft EIR consisting of the <br />inforI~ation specified in Sections 7.2, 7.3 and <br />7.4 of these Guidelines, the Director shall con- <br />sult with, and obtain the comments of all. Respon- <br />sible Agencies. The Director shall also consult <br />directly with any person or organization he be- <br />lieves will be concerned with the environmental <br />effects of the project. <br /> <br />As soon as the draft EIR is completed, a Notice <br />of Completion shall be filed with the Secretary <br />of the Resources Agency. The notice shall in- <br />clude a brief description of the project, its <br />proposed location, an address where copies of <br />the EIR are available, and the period during <br />which comments will be received. A form for <br />this notice is provided in the Appendices heretoo <br />The Notice of Completion shall be posted in the <br />same manner as in Sec. 5.4(a). <br /> <br />The draft EIR shall be filed with the City Clerk <br />and available for review by the general public <br />until a Notice of Determination is available. <br />The notice to affected agencies and to the public <br />shall indicate that comments must be submitted to <br />the Community Development Director within 45 days <br />of posting in order for said comments to be <br />evaluated in the preparation of the final EIR. <br />If any public agency or person who is consulted <br />with regard to a draft EIR fails to comment within <br />the time specified, it shall be assumed, absent a <br />request for a specific extension of time, that <br />such agency or person has no comment to make. <br /> <br />After completing a draft EIR, the Director shall <br />consult with and obtain comments from public <br />companies having jurisdiction by law with respect <br />to the project and should consult with persons <br />having special expertise with respect to any en- <br />vironmental impact involved. The Director shall <br />do the following: <br /> <br />Use existing State, Regional or local clear- <br />inghouses to distribute EIRs and other en- <br />vironmental documents to appropriate agencies. <br /> <br />(b) Make EIRs available to the public by placing <br /> them at the local library. <br /> <br />(c) <br /> <br />Compile listings of other agencies, espec- <br />ially local agencies which have jurisdiction <br />by law and/or special expertise with respect <br />to various projects and project locations. <br /> <br />-5- <br /> <br /> <br />
