which are separately bound volumes comprise the final environmen- tal impact report relating to projects 2-b and 5-b and that said final environmental impact report has been completed in compli- ance with the California Environmental Guidelines promulgated by the Secretary for Resources of the State of California. Section 2. Certifies that it has reviewed and considered the information contained in the final environmental impact report and made its determination that projects 2-b and 5-b are the most viable projects which can be undertaken by the City to phase out the existing Sunol Sewage Treatment Plant. The City Council recognizes that the proposed projects will have certain significant effects on the environment but finds that these effects will be mitigated and will be more than compensated for by the significant beneficial effects on the environment which will result in the implementation of either project. Section 3. Certifies that the draft environmental impact reports have been submitted to members of the public as well as to other affected agencies and an opportunity for public comment has been allowed, which comments are contained in the amendment to the draft environmental impact report. Section 4. Determines that the City should proceed with the im- plementation of either project 2-b or project 5-b. Section 5. Determines that the project area boundary of project 2-b and project 5-b is more particularly described in Exhibit D attached hereto and incorprated herein by reference. Section 6. The Director of Housing and Community Development is hereby directed to file a Notice of Determination with the Clerk of Alameda County to the effect that (1) the City Council has determined to proceed with either project 2-b or 5-b; (2) that either proposed project will have certain significant adverse effects on the environment but those effects will be mitigated -4-
