which are separately bound volumes comprise the final environmen- <br />tal impact report relating to projects 2-b and 5-b and that said <br />final environmental impact report has been completed in compli- <br />ance with the California Environmental Guidelines promulgated by <br />the Secretary for Resources of the State of California. <br /> <br />Section 2. Certifies that it has reviewed and considered the <br />information contained in the final environmental impact report <br />and made its determination that projects 2-b and 5-b are the <br />most viable projects which can be undertaken by the City to <br />phase out the existing Sunol Sewage Treatment Plant. The City <br />Council recognizes that the proposed projects will have certain <br />significant effects on the environment but finds that these <br />effects will be mitigated and will be more than compensated for <br />by the significant beneficial effects on the environment which <br />will result in the implementation of either project. <br /> <br />Section 3. Certifies that the draft environmental impact reports <br />have been submitted to members of the public as well as to other <br />affected agencies and an opportunity for public comment has been <br />allowed, which comments are contained in the amendment to the <br />draft environmental impact report. <br /> <br />Section 4. Determines that the City should proceed with the im- <br />plementation of either project 2-b or project 5-b. <br /> <br />Section 5. Determines that the project area boundary of project <br />2-b and project 5-b is more particularly described in Exhibit D <br />attached hereto and incorprated herein by reference. <br /> <br />Section 6. The Director of Housing and Community Development is <br />hereby directed to file a Notice of Determination with the Clerk <br />of Alameda County to the effect that (1) the City Council has <br />determined to proceed with either project 2-b or 5-b; (2) that <br />either proposed project will have certain significant adverse <br />effects on the environment but those effects will be mitigated <br /> <br />-4- <br /> <br /> <br />
